Lindsay Munoz

Lindsay Munoz is founding Partner of Whitmire & Munoz LLC, a women-owned public affairs firm located in Houston focusing on local and state governments and communities within the Greater Houston region. The firm was founded on the principles of advocating for and engaging with clients led by a vision of what kind of world we want to pass down to our children. Prior to launching Whitmire & Munoz, Lindsay served as Vice President of Public Policy and Advocacy at the Greater Houston Partnership, which she joined in August 2018. In this role, she played a key role in driving the Partnership’s advocacy and strategic campaign efforts. She also led executive projects for the policy team, while managing relationships with external stakeholders, including local chambers of commerce, regional trade associations and community leaders. Prior to joining the Partnership, she held the role of Director of External Affairs at AT&T, where she served as a liaison between local elected officials, non-profit community organizations and AT&T in the Houston area. Before that time, Lindsay spent four years at the Houston Association of REALTORS (HAR), where she was Manager of Governmental Affairs. In that capacity, she oversaw the Association's political and local policy initiatives. Lindsay began her career in Austin, where she served as Communications Director for State Representative Mark Homer in the Texas House of Representatives during the 79th, 80th and 81st legislative sessions. Lindsay believes strongly in giving back to her community and has served on numerous boards and committees since moving to Houston in 2010. In 2023, she was invited by Commissioner Adrian Garcia to join the Precinct2Gether Board of Directors, the affiliated nonprofit of Harris County Commissioner Precinct 2, as his appointee. Following Tropical Storm Imelda, Lindsay was appointed to serve as co-chair of the Imelda Relief Fund which, in cooperation with the Greater Houston Community Foundation, dispersed grant money to nonprofit organizations that provide services to individuals that were directly impacted by the storm. She is a current Director of The Texas Lyceum, a nonpartisan statewide leadership organization which focuses on cultivating the next generation of Texas leaders through robust policy discussions on topics that are most pressing to the state’s future. In previous years, she was appointed by Mayor Annise Parker to serve on the Houston Clean City Commission as well as the Houston BARC Foundation. She has also served on the boards of both the League of Women Voters and Leadership Houston. Lindsay is an alumnus of Leadership Houston, Class XXXII, having received the Patrice Johnson Distinguished Alumnus Award. She also led Leadership Houston Class XXXV as their Class Chair for the 2016-2017 program year. In 2022, Lindsay was a recipient of the Houston Business Journal Women Who Mean Business award. In 2015, she was honored to receive the Houston Business Journal’s “40 Under 40” award, and in 2016 she received Houston Women’s Magazine “50 Most Influential Women of 2016” designation. Lindsay grew up in Paris, TX before heading to The University of Texas at Austin as a student in the McCombs School of Business. She graduated in 2004 with her bachelor’s in business administration, majoring in marketing and minoring in international business. Lindsay and her husband, Dr. Jean-Philippe Munoz, have a son named Jack, who attends Awty International School. Jean-Philippe works as an Aerospace Engineer for Odyssey Space Research. In their house, it really is rocket science.
